That is not true, I just touch the App Store icon on my iPhone 8 and Voiceover said “App Store, 1 update available”. When I touched it a bit earlier it did not indicate that there was an update and when I now opened the App Store and went to the “My Account” button, it also said “My account, 1 update available”. The icon still says how many updates you have, but I find it often won’t show until I go into the App Store and refresh or I simply have to wait long enough, if I don’t look for say several days it will say there are updates. I have also experienced when it said, for example, “2 updates available” and after I opened the App Store and refreshed the list there would suddenly be 5 or 6 more updates, if at that point I exit out to the home screen Voiceover will then correctly announce the number of updates.

The former pertains to iOS updates while the latter pertains to your other installed apps. I thought if you had automatic updates turned on for app updates, that they would automatically download without any action on your part. However, I've always had that turned off so I'm not the best person to ask. I don't believe cellular data has anything to do with the automatic app update setting. As someone else posted, it seems logical that if you have automatic app updates turned on, the need for a numerical badge giving the number of app updates when focus is on the App store icon would be unnecessary. However, that doesn't seem to be your experience and I can understand the badge if timing has anything to do with the update download. From what I understand the iOS will update at night when you're not using your phone if this is turnned on.
