I think you’re mixing your Volts and Watts up. The USB A specification requires a 5 Volt output. Various developments in the USB A standard has increased the current capacity which has allowed for higher Watt output.
USB C allows for higher voltages and current hence the 18 Watt charging capability of newer devices. That’s why with iPhone 12 models Apple ship a USB C to Lightning cable rather than the old USB A to Lightning cable. So if you buy an iPhone 12 the supplied cable will not fit your older Apple charger.
