Alan, I don't entirely agree here, I sometimes have found references to old iPhones of mine which I fully erased and sold in my Apple account where I had to remove them manually and I wonder if maybe signing out of iCloud is a way to prevent this from happening.

After a complete reset, the phone will be like a new device. You can get to the power off button on the screen by holding down either the volume up or volume down buttons simultaneously with the side power button. When you do, a new screen appears with power off at the top, followed by Medical ID, Emergency SOS, and Cancel. If you test this, you will have to enter your passcode if you cancel out of it. I know Apple gives these instructions for force restarting the phone, but one needs to hold down the side button quite a bit longer for this.
