Just explained it in the previous message: Settings > Accessibility > Accessibility Shortcut, it is the second last item from the bottom, only thing underneath it is "Per App Settings". Instead of swiping right all the way through all the options you can do a 4-finger single tap on the bottom half of the screen after you go to Settings > Accessibility. This will take you to the very last item which is "Per App Settings", now swipe left once and you hear "Accessibility Shortcut". Double tap on it and select Voiceover, make sure nothing else is selected. Once you do this a triple press of the home button will turn Voiceover on if it is off or it will turn it off if it is on. Remember you can also press and hold the side button and tell SIRI "Turn on Voiceover" or "Turn off Voiceover". If you do this and Voiceover is already on Siri will say "Voiceover is already turned on". If you don't have sound and Siri tells you Voiceover is on that means most likely either the speech is muted or the volume is down so low that you can't hear anything. If speech is muted which is different from turning Voiceover off completely, you typically still hear clicks and such if you flick left or right. The gesture to mute or unmute speech is a double tap with 3 fingers.
