I think you guys are talking about a soft reset, yes? A hard reset would be going into settings/general/reset and choosing "erase all content and settings." That should naturally turn off VO although a triple-click home should be all that's needed.
The soft reset, basically a forced reboot of the iPhone, definitely shouldn't be turning off VO and this sounds like a bug if this is happening to some of you.
