Grant: Sorry, I don't know the correct term. I mean the home key pushed with the on/off button for about 10 secs. When accessibility wrote back they basically said I should not use it. Luckily enough, I have not had anything happen on my phone that turning it off and on can't fix, but it is a bug definitely. I think I was the second one to run into this, and because I still struggle with iTunes, I cannot fix it with that program, thus waiting for sighted help and sighted help that is young enough not to look at the phone and hand the phone back to me in horror! LOLOLOL! Reggie

Not!* hard reset your iPhone. VoiceOver dies. I think you guys are talking about a soft reset, yes? A hard reset would be going into settings/general/reset and choosing "erase all content and settings." That should naturally turn off VO although a triple-click home should be all that's needed. The soft reset, basically a forced reboot of the iPhone, definitely shouldn't be turning off VO and this sounds like a bug if this is happening to some of you.
