According to prior information the 17 pro will get access to the better dictation because it has 12 GB of RAM.
I heard nothing that would lead me to say the A20 chip is significantly better than the A19 (which I think is the one in the 17 pro,) but it may get better battery life and yes, it has lots of other improvements, but if I had the 17 pro, I'd wait until at least next year to consider whatever they do with the 20th anniversary of the iPhone. The key piece for better dictation and the new voices is the 12 GB of RAM, which you already have.
