Hi Mark, I don't think your wifi i pad 2 can do cellular unless you use your i phone as a personal hot spot. Recording your music on it is a yes, but I'm not the one to ask specifics about it since I haven't played with garage band on the i pad yet. I do believe that you can attach a blue tooth gps receiver to it.
I bought myself an i pad 2 last year for Christmas and love the thing! I wouldn't give up my i phone either, though.
