Mark, I assume you mean a 64 Gigabyte iPad 2 when you say "iPad 2 65G". Anyhow, the iPad 2 does come in WiFi only models and in 3G models so whether you can get a data plan for it depends on which iPad you are getting. Keep in mind that Spring is a CDMA carrier at least as far as 3G goes, so if you get a GSM iPad, I am not sure if that would work with Sprint at all, I think there is also a CDMA version of the iPad out there.
As far as using it with a GPS receiver, yes, that would be possible, but you have to buy one of the few GPS receivers that exist for iOS devices as not every bluetooth GPS receiver will work with iDevices, in fact, most of them won't. If you google "GPS receivers for iPhone" you should find the information you need.
