Hi Marie,
The iPad Mini and iPod Touch Fifth Generation have the same A5 processor and the same cameras (1.2 MP front and 5 MP back). The also have the same WiFi and Bluetooth radios, of course you can get a cellular version of the iPad Mini which supports LTE whereas the iPod Touch comes in WiFi models only. Storage is also the same, 16, 32 or 64 Gb. The iPod Touch Fifth Gen has a retina screen, the iPad Mini does not. The size is quite different, of course. The iPod Touch Fifth Generation is the same size as an iPhone 5, but thinner and it still has the rounded back and not the square feel. Compared to an iPhone 4 or 4S the iPod Touch is the same width and maybe a finger's width taller, not a huge difference although the screen size is half an inch more, iPhone 4, 4S and older iPods have a 3.5 inch screen (diagonal) and the Fifth Gen has the 4 inch screen like the iPhone. In length it is maybe three eights of an inch longer. The iPad Mini is 7.87 inches tall and 5.3 inches wide. Think of a regular 8.5 by 11 inch piece of paper. Fold it in half and you have a piece that is 8.5 inches by 5.5 inches. Now hold the paper so the longer 8.5 inch side is up and down and the shorter, 5.5 inch width is left to right. This folded piece of paper if you were to put it on top of an iPad Mini would be just a finger's width taller and in width it's so close, 0.2 inches, it's not even worth mentioning it. In thickness the iPad Mini is only marginally thicker than the new iPod Touch and it's probably not thicker than a third or Fourth Gen iPod Touch. Hope this helps.
