I am not sure where you went and read the iPad Mini had a “A4 with a 1.8 mpx
front camera and no reer camera”. I have never seen this information
anywhere and they even go over all this in the original keynote. I actually
had posted in this same thread that it had an A5 chip just like the iPhone
4S and iPod Touch and the same cameras as the iPod Touch. The iPhone 4S
still has a better 8 MP rear camera.

 

As for the display, there are 2 things to consider, resolution and pixels
per inch.

The iPad Mini has a resolution of 1024x768 pixels with 163 pixels per inch

The iPod Touch and new iPhone 5 have a resolution of 1136x640 pixels at 326
pixels per inch.

 

For most every-day tasks and uses you have to look pretty closely to see the
difference. Anyhow, here part of these specs from the website regarding the
processor and cameras on the iPad Mini:

According to the tech spec I read on apple.ca, the ipad mini is running an
A4 with a 1.8 mpx front camera and no reer camera.  I asked about this on
list and received no responses.  As far as I know, that is the state of
things.

 

Some one who is totally blind wouldn't need the retina display, but I work
for partially sighted people as well who would greatly benefit from the
retina display.  It's also important to realize that blind people have
sighted friends and family that they want to share content with, and some of
them have a concern for the enjoyment of those sighted people in their
lives.  Also, as a company providing training and product demos and other
services, I personally want my equipment to look it's best.  I'd rather show
something that is better.

I also heard from a lot of people both people I know and from comments on
Podcasts such as Today in iOS that despite the fact that the iPad Mini
doesn’t have a Retine screen, the screen is very good. The iPad 2 has the
same resolution as the iPad Mini but of course it has a larger screen so
less DPI. I also wonder how it matters to a blind person whether he or she
has a retina screen or not?

I was going to buy an ipad mini for my company as a demo unit because of the
3g ability. Then I discovered it had no retina display, and worthless camera
options as well as a legacy processer and my interest plummated
dramatically. The ipod touch is a nuch better bet.

an ipod, they do pretty much the same thing, according to the apple rep! 
The icons are larger on the ipad mini!  One of these days, apple will come 
out with  the mini pc with more memory and your computer will fit in your 
pocket!  not quite there, I have way more data on my pc that won't all fit
