Hi,

Those specs are incorrect. I own an iPad mini. It has both front and rear 
facing cameras.  The rear facing camera is the same 5mp shooter found in the 
iPod touch 5th gen.  The processor is the A5 found in the iPad 2.  In regards 
to the display, yes, it isn't as sharp as the display found on the iPod touch 5 
gen or, full sized iPad 3rd or 4th gen.  But, I would contest that the majority 
of visually impaired/legally blind people wouldn't be able to actually see a 
difference between a retina display, and the display found on the iPad mini.  
Keep in mind, I said most, not all. haha.  They would be able to tell the 
screen isn't as bright.  And if using zoom, they might see more pixillation of 
text.  Actually, this is where most sighted people really tell a difference 
between the mini and retina displays reading text.  Even still, its one of 
those things where you don't notice unless you switch back and forth from a 
higher resolution display and the mini frequently.
