Here's how I do it and maybe it'll be of use to you.  I don't like voice-over 
talking wile I'm on a call.  So, if I'm receiving a call, I'll use a 2 finger 
double tap to answer the call and then a 3 finger double tap to toggle speech 
off.  The only thing you have to remember is to do the 3 finger double tap 
again to toggle speech back on and of course, the 2 finger double tap is also a 
toggle meaning you can use it to hang up as well as to answer the call.  I will 
do the 2 finger double tap to answer the phone and before I put the phone to my 
ear, I've already done the 3 finger double tap to turn off speech.  It's as 
easy as can be and can be done quickly no muss, no fuss, and your done.

I have noticed that VO will speak when I'm on a call and it's most annoying.
