Hi friend. In my opinion, it is normal because on-screen keyboard is not always 
the same in different situations. E.g. in the address field in Safary, the 
".com" key and "." key will appear while in others like chat field on Yahoo  or 
Skype, those keys are not present and you will have to hit on the "more 
numbers" to display them. Hence, the "@" sign will only appear in text fields 
where Apple think it's necessary like in email address entering field. So check 
if it ever presented in the field that you don't see it now and check if it's 
not present at the bottom row, is there any of its sign at the very top row of 
the typing field (Above the row QWERT...Etc) like in the App Chrome that I've 
seen.

That helped with entering an email address so I thank you however it didn't 
work in another area under mail settings where I tried to put in an email

Is it just the @ sign? You might want to turn your rotor to Punctuation and 
check what it is set to, if you set it to “Some” or maybe accidently set it to 
“None” this may effect which symbols are spoken.
