Yes Braille is part of VoiceOver and is actually driving the display
throughout this is why you have to pair them slightly differently than
you do for mainstream bluetooth devices and stuff. So if you don't want
speech when using Braille just perform the mute command either on your
Braille display or with a three finger double tap.
