If the phone is no longer part of a contract, at&t may unlock it for
you, you have nothing to lose by asking them. The way the iphone is
officially unlocked is a bit different than other phones. With most
phones, if you insert a sim card that the phone is not supposed to use,
you can enter a code that will unlock it and once you do, the phone is
unlocked indefinitely. With the iphone, it frequently checks with
apple's servers to find out what carrier if any it's supposed to be
locked to. So, in order to officially unlock an iphone, it's lock
status must be updated in Apple's servers. While at&t recently has said
they will begin unlocking iphones if the phone is not in a current
contract, they are not required to do this. Unfortunately, at least in
the United States, carriers are not required to unlock phones
regardless of contract status. Personally I disagree with this, but who
knows whether it will ever change. This is why I purchase unlocked
phones directly. The 3gs is an older phone, but if you could unlock it,
yes, it may be worth more.

My first iPhone was a 3GS which is locked to A T and T. I know of a
reputable online business which will unlock it for $24.95. I am
wondering whether its resale value will be significantly improved if I
invest the money to unlock it. As I am not the original owner of the
3GS, it seemed like an exercise in futility to contact A T and T about
the unlock, although the phone's original owner completed all the terms
of the original purchase agreement.
