Hmm, interesting. I just tried it again, and focus did go back to the home item. This definitely wasn't the case when I tried it this morning, and I hadn't noticed this in the past. Sorry about that. I'll have to keep paying attention. Sieghard did have a good suggestion with the split tap method. I assume using a double tap would also work if you didn't want to use two fingers.

Honest, I hadn't noticed this in the past, and this morning, I did remove like a dozen apps from the App Switcher with about a dozen three finger swipes and no sweeping back and forth. I wonder what would explain this inconsistent behavior, other than my own mental health that is.

Once you do a three finger swipe up to close an app, the next app gets
focus, so you just need to do another three finger swipe up to remove that
app. Once you start doing the three finger swipe up, or the double tap after
changing the action item to remove, you don't need to swipe to the next app
in the App Switcher. This is the same as how the App Switcher worked in IOS
6.
