I just double checked, and this works fine for me. I just do a three finger swipe up, I hear a message that the app is closing, and the next app now has focus. I can just keep doing a three finger swipe up and never have to swipe to the left or the right. I wonder why it works for me but not for you.

Note that I don't think discussing the different features of IOS 7 or the iPhone in general, debating their relative pros and cons and reporting issues and suggestions to Apple to make the iPhone a better experience for the blind is complaining. I hope the below message doesn't keep anyone from discussing anything here on the list.

Once you do a three finger swipe up to close an app, the next app gets
focus, so you just need to do another three finger swipe up to remove that
app. Once you start doing the three finger swipe up, or the double tap after
changing the action item to remove, you don't need to swipe to the next app
in the App Switcher. This is the same as how the App Switcher worked in IOS
6.
