Two thoughts. first, you may have been using the HQ voice all along, so
you won't notice a difference.
Second, I don't find the HQ voices in IOS 7 to be as good as those in
IOS 6. I thought I was running the compact voice myself, until I
actually switched to the compact voice and realized how much worse that
sounded.

If in Settings -> General -> Accessibility -> voiceOver On you were able to set use compact
voices to off then you already have the HQ voice downloaded and you're using it. Otherwise, you can
go into Settings -> General -> Accessibility -> voiceOver On -> Languages and Dialects,
select the language and dialect you want to use and toggle used enhance voice to on. this will start
the download of the HQ voice, if it isn't already downloaded.
