Do you have a section that says "Roter Languages" in Settings -> General
-> Accessibility -> VoiceOver On -> Languages and Dialects? If so, what
do you have under that heading? Can you remove any of those languages? I
have such a section, and the only thing in it for me is "Add new language".

I'm not sure when I first noticed the ability to reorder my roter items, but
it's definitely there now.
To remove language from your roter, I think you need to go into Settings
-> General -> Accessibility -> voiceOver On -> Languages and Dialects
and down at the bottom you'll see a section for roter languages. I don't
have any defined here, so I don't have Languages in my roter, and all I see
here is the add a new language button. I think you'll be able to find that
you can remove roter languages and the option will disappear from your
roter.
