Sorry I'm at a loss. With all of the accessibility bugs in IOS 7, I haven't updated my sons iPads yet. Maybe this is yet another bug with. IOS 7? You could try what I suggested, but make sure that you empty settings from the app switcher first. When I tried creating the same serino on my iPhone running IOS 6.13 I had to empty the app switcher before a language showed as being selected in the language rotor.
Try reposting your message. This may help you get a response from someone with an iPad using IOS 7, who may have missed your original post.
