Donna,
First of all when I go to setting,general,accessibility,Vo, then down to the
rotor button.  Just after that there is no listing of Language rotor.  If I
go into Language and dialects then I can find language rotor. Under Language
rotor there is one foreign language being spoken and it is not selected.  If
I go back and go under default u.s. English button and enter on that then
there is all the English voices.  None of them are selected. 
I am using an IPad for your information.  But I would think that would be
the same as the Iphone.   I hope what I have typed back to you makes since.
I still can't get language out of the rotor.

Like I suggested earlier...

Go to settings, General, Accessibility, Voiceover, Swipe down to "language
rotor" this should be just below the "rotor button"
Double tap to open the language rotor. When swiping through ALL of the
different languages, you should hear voiceover say the language, then say
reorder whatever language that voiceover is focused on (each language will
be spoken the native language for each country).  When swiping the
language(s) that are in the rotor you want removed will be selected. So for
example you want to remove British English from the rotor, swiping you will
hear voiceover say Selected British English, Reorder British English. If you
double tap on selected British English, this will deselect this language and
it will no longer appear under languages in the rotor. To remove ALL
languages and get rid of the language option completely from the rotor, make
sure that ALL languages have been deselected from the language rotor.
