Someone else suggested going to Settings -> General -> Accessibility ->
VoiceOver On -> Language Roter. Do you have such an entry? I don't see
one on my phone, but then I don't have languages in my roter.
Other than that, you're going right to where I suggested. I don't have
any languages under my Roter Languages heading, so I'm not sure how to
delete it. Have you tried double tapping on it to see if it brings up
some options?

it's definitely there now.
To remove language from your roter, I think you need to go into Settings
-> General -> Accessibility -> voiceOver On -> Languages and Dialects
and down at the bottom you'll see a section for roter languages. I don't
have any defined here, so I don't have Languages in my roter, and all I
see
here is the add a new language button. I think you'll be able to find that
you can remove roter languages and the option will disappear from your
roter.
