It's always been there and you use it to arrange rotor items in the order you want them to appear in the rotor when you turn it. You can double tap and hold on the Reorder button and then without lifting your finger drag it up or down.

It says reorder after every item in the rotor list. I thought the other times I was in the rotor list and scroll down the list it just gave me each item in the rotor list and if it was selected or not. Am I going crazy or has the reorder always been there or did I turn it on somehow? One other question. Can I take Language out of the rotor list.
