  As DJ already pointed out, first make sure that you are indeed connected to 
your own Wi-fi by touching the status bar in the middle. Once you hear the 
time, swipe left once and Voiceover should say one of the following:

   

  3G (or maybe it will be 4G or LTE depending on what type of connection and 
phone you have) or it will say something like this:

  3 of 3 Wi-Fi bars, Home

  Whether it will say 1 of 3 WiFi bars, 2 of 3 WiFi bars or 3 of 3 WiFi bars 
depends on the strength of the signal.

  In my case it says "Home" because that is the name of my WiFi network, for 
you it will most likely say something different.

  Before iOS 7 it would only announce the signal strength, Voiceover announcing 
the name of the network you are connected to after the signal strength is new 
in iOS 7.

   

  OK, if you are getting a reading of WiFi signal strength and you can indeed 
do things like use SIRI, check emails and so on then you are connected to WiFi 
and are online and the update should download.

   

  What I would like to know is whether when you touch the Settings icon it will 
say just "Settings" or does it say "Settings, 1 new item"?

  If it says 1 new item then that means the update has already been downloaded 
which iO?S will do in the background usually within a day or 2 after an update 
comes out, and it's ready to be installed.

  You can verify this by going to Settings, General and Software Update; if it 
just says that there is a new update and there is only an Install button, then 
the update is already downloaded. If it says Download and Install then it means 
exactly that.

   

  Once you double tap on Install or Download and Install, you should eventually 
get to a screen where you have to agree to Apple's terms, the agree button is 
at the bottom right of the screen and after you double tap on it a message pops 
up and you have to double tap another Agree button.

  After that the update will install.

  If you also have a 4-digit passcode set on your phone and that would be the 
same passcode you enter every time you unlock your phone, then it will ask you 
for that passcode.

  So, maybe you can tell me which phone you have and whether you do have to 
enter a 4-digit passcode each time you unlock? If, of course, you have a 5S you 
may have set it up to use your fingerprint, but you would have still have 
selected a 4-difgit password which you have to enter the first time after you 
reboot yoru phone or also if you want to go into Settings and Passcode and 
Touch ID in order to make changes there.
