Well, I've never tried forcibly rebooting the phone as you've described. I 
would tend to reserve that for times when the phone is completely frozen and 
won't power off normally. However, when powering off the phone by holding down 
POWER for a couple of seconds then double-tapping on "power off", the rate 
still hasn't changed when the phone is powered up again.
