I'm not sure which method you're referring to but from http://support.apple.com/kb/ht1430 it says the following:

How to restart

Press and hold the Sleep/Wake button on the top of your device until the red slider appears. Then drag the slider to turn your device completely off.

After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.

How to reset

You should reset your device as a last resort and only if you can't restart it.

To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

Have you tried calling Apple Accessibility?  They would be the most
likely to have heard about this if it is a common problem.

It sounds to me a little like the problem some people had with the
volume getting stuck.

Well, I've never tried forcibly rebooting the phone as you've described.
I would tend to reserve that for times when the phone is completely
frozen and won't power off normally. However, when powering off the
phone by holding down POWER for a couple of seconds then double-tapping
on "power off", the rate still hasn't changed when the phone is powered
up again.

    I normally keep my speech rate at 100%, but I have just discovered
    that it is in fact stuck there. Adjusting it from the rotor, or from
    the VO preferences page, has no effect. Actually, that's not
    entirely true; VO occasionally announces something using the lower
    rate, but otherwise sticks to 100%. For example, if I am moving
    through a bulleted list on a web page, VO announces the "bullet"
    symbol in whatever speech rate I have set, but then reverts to 100%
    to read the rest of the text.

    I am using iOS 7.1.2 with an iPhone 5S and the default U.S. English
    voice. I'm not sure that this is a big enough deal to warrant
    extensive troubleshooting (e.g. restoring the phone or resetting all
    settings), but I wanted to inquire whether anyone has ever had a
    similar problem or has any tips.
