This is odd, especially, since proc tells that L1 is up.

I had visdn running (with openpbx) in that setup and it plain worked fine.

I ran only in some odd problem, when my isdn stopped working completely
(i.e. enddevices directly on the NTBA couldnt connect anymore out, too)
after having visdn running for two weeks.  Back then i assumed, that for
some reason local ids werent recycled; however the problem solved itself
(probably by a reset in the 'Vermittlungsstelle').

But then, i used two HFC-S Cards instead of one HFC-4S.

The next steps are probably to look into the sys/ tree wether something
is suspicious.

Did you read <http://www.visdn.org/driver_hfc-4s.php> and
<http://www.visdn.org/drivers.php> carefully?
