Yes, if you are using IRQ11, then this is LOCAL-APIC, higher IRQ would
mean IO-APIC. Have you tried to move the card into another PCI slot. Or
a bit more drastical measure, have you tried to put the card into
another computer - different mobo? Have you tried to swap the card for
another one, perhaps this one is faulty (statical electricity can ruin
circuits)?
Perhaps the PCI slot is shared with some other slot, or something
similar? Is your board sharing the irq line with some other card, if
yes, move it to another slot, try to disable unneeded things - like irq
for the printer, or similar..

Sadly I have no possible setting in my MB's BIOS regarding the
APIC-feature, so I had to disable IO-APIC in the boot-options. The card
then had IRQ 11 (before 58) assigned and the rest just seemed to work
the same ways as with APIC enabled. But as soon as I dialled a number
the system froze again.
So, in short: no difference
