No, it's not, the driver is talking correctly with the chip, otherwise you 
wouldn't be able to read the S/T interface F-state.

So, both vISDN and the PBX are TEs and it is the network who assigns TEIs to 
both of them.

The network is free to activate or deactivate the layer1 if idle, so, you will 
see it go up and down as needed.
