There is a libpcap 0.9.4 RPM for Fedora development (it may work fine with FC4) at: ftp://rpmfind.net/linux/fedora/core/development/i386/Fedora/RPMS/libpcap-0.9.4-2.1.2.i386.rpm Install it and try with tcpdump again.
