If you have to use your mouse, you need a different emulator! PCOMM has a 'jump next' key, as well as 'jump to session x' keys. But to answer your question, no, there is no licensing for VTAM on IFLs. Special bid would be required, and I speculate that you will likely not be enthusiastic about the numbers that come back.
