I think you have confused us all.
Once a file is written to the disk to change the physical format of the file it has to be rewritten. Does everyone agree?
Is your question realy 'How can FTP change the format it recieves from MVS as recfm=F to RECFM=V before writting to CMS?'

The files are being brought from to VM from MVS via FTP.
Using XEDIT requires that a file be read entirely into storage, the
re-written to disk. If the disk is too full to re-write the file, then
XEDIT won't work. Sure, we could play the game in XEDIT of erasing the
output file and *then* issuing 'FILE', but if something goes wrong before
it's written, too bad. XEDIT also requires a virtual machine size with
enough memory to hold the file. I cannot guarantee that the VM running
this command would be that large (even though our default VM size is 64M).
Maybe my dim-witted memory is using the Network Systems "HyperChannel"
software, which *did* allow you to read one RECFM and write a different
one. FTP is a beast of a completely different color.

Have you thought about using the XEDIT commands 'set recfm' & 'set lrecl'?
I have had the opportunity and it worked just fine.

COPYFILE will read and re-write the whole file. It just seems like there
used to be a trick way to change the RECFM, and not muck up the whole CMS
file system, without reading and re-writing the whole file. It certainly
doesn't make sense to me that there is a way (have to RDWs when going to
RECFM V files, have to strip them when going to RECFM F files). But I
have this dim (probably dim-witted) memory of some long-ago trick to do
it.
Certainly COPYFILE (or PIPEs) would (especially to a fast
VDISK-in-memory). But then you need all the proper backup techniques in
case something goes wrong after erasing the original file and before
re-writing it from the VDISK.

Did you try COPYFILE / ( RECFM V TRUNC
to copy the file into itself changing the record format to variable and
truncating trailing blanks.
COPYFILE / ( RECFM f LRECL nnn
to go the other way.
Are you saying you can't get a temp disk large enough to do the copy?
