Many years ago, Alan Crosswell at Columbia wrote a
Unix utility to read TAPE and VMFPLC/VMFPLC2 tapes called 'cmstape'. You might
still be able to find it in the comp.sources.unix archives. It had C routines to
read and write the CMS tape formats.
It'll probably take a little bit of updating to work
on a modern system (it's about the vintage of ansitape), but it should at least
document how the data was laid out.
