Are these outside DR systems that you're talking about (ie, systems that don't 
know what specific hardware they'll be running on)? If they're not, I think I'd 
argue that if you have a valid reason to change the RSCSid, you can be 
reasonably expected to update SYSTEM NETID appropriately. In that case, the 
default would never apply. 

Given that most ISV products care about the CPUid as well, I'd think that could 
be handled by coding a default entry in SYSTEM NETID to use if no CPUid 
matched, and have that entry default to the correct RSCSid for that system (I 
use nodeid DISASTER and a RSCSid of RSCS for that).
