The intention is that it will read the config.sh generated by a previous 
configuration if it exists and use it as your new set of defaults.  This is in 
imitation of what Configure does.  If you don't want that behavior, you need to 
make the realclean target before reconfiguring, which will removing any 
existing config.sh files.
