Can you connect to the VNC server with another machine on the same lan?

That means you need to reboot the router.  If I remember correctly a
"Reboot" button shows up in the browser after making the change.  If not
you can go into the "Toolbox" section and hit the reboot button there.

I assume that 192.168.123.254 is the IP of your router from the internal
network?  If it is the external then that might be a problem.

You would use the IP assigned to your system (192.168.0.123.145).  One
good way to check this is go to the command line (Start -> Run -> cmd )
and type "ipconfig".  The IP address under your network adapter is the
one you want.
