The easiest way to achieve that effect would be to configure a "blank"
screen saver.  Note that that's not the same thing as powering the
monitor off - it actually needs to black out the screen entirely.
If you do that, then there are no changes for VNC to send, so it won't
send any! :)

only request updates while it is in the foreground.  Is that the case?
