This is probably the crux of your problem. A 300ms ping time suggests that
the machine you are connecting to is very far away - it also means that
there is a minimum latency of around 150ms for every packet, which is enough
for you to notice.
Also, just pinging Google from my machine at home, with 130ms ping, I lose
50% of the ping packets!
So it sounds as though the network between the two boxes needs some
attention. :(

The next thing to check is what the Connection Info in the VNCviewer says
when your connection is misbehaving - does it say ZRLE, 8bpp or Hextile (or
Raw), 16bpp or more?
