Now, regarding your query:
The fact that ping times vary between a connection being active and not
being active will simply be because the ping packets are being delayed
having to wait for a free spot amongst the VNC traffic.
Your comment about XP and BSODs doesn't seem to relate to VNC, so I'll skip
that. :)
My reported Google ping time was meant as an example, not as a diagnostic.

The screenshots you posted show that VNC has determined an effective
bandwidth between the two hosts of only 10kbps and has therefore switched to
8bpp and ZRLE. 10kbps is a terrifically slow link. How well VNC can
operate over it will depend heavily upon the complexity of your desktop
(whether or not you have a background set, use of graded/stippled/otherwise
complex graphical decoration on windows, etc).
The Windows 98 disconnect thing is to do with mouse events being queued
before you disconnected, but taking a long time to process. A common cause
is Windows 98's poor task scheduling, which might cause each mouse event to
require a context switch and/or cause the display to be re-scanned. If your
Windows 98 machine had a DOS prompt selected when you disconnected, that
might explain the effect.
