81% system resources free is extremely low for a 384Mb machine that's not
even running anything.  Having said that, Windows 98 is particularly bad at
dealing with large amounts of RAM.
Having no virtual memory configured is also a bad idea with Windows 98.  I
have no idea as to the reasons behind that, but it seems to really badly
affect performance in many cases.

virtual memory is off for one simple reason;
384mb is more than win98 ever should need, and the last thing i want,
is for it to start swapping memory <> harddisk...

Strange.  5-day old installation should be OK.  Are you installing standard
Windows 98, Windows 98SE, or a Compaq OEM'd version of Windows 98?
Compaq OEM (Win98SE, v4.10.2222 A)
also, not install, just a copy from my own restore disc. (works great on
98!)
