I would update the video and NIC drivers, if possible. I have used VNC on Intel, Athlon platforms with Windows 9X, NT, 2000 and XP. It would likely be hardware specific to the problem PC, and the 1999 file date on the video drivers seems a bit old. Also, try to use windows certified drivers first.
I am assuming you have the latest version of VNC running on both systems. I have had trouble with VNC and PUTTY once and it was the old software with both.
