For the loopback setting
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\AllowLoopback must be created
[DWORD], since its not there by default. Change value to 1. Use Regedit or
Regedt32 with extreme caution!!!!!

This is only required, if you are tunneling or wish to test it locally to
be sure its running. To access VNC from another PC would not require this,
normally. If, you really wish to learn this, try everything within a
single LAN first. Firewalling issues are tough enough, without having the
basic VNC configuration being incorrect. An important note: VNC servers
cannot be behind a firewall (hardware or software) or NAT, without
additional procedures being required.

You may wish to upgrade your IP knowledge, if you cannot use ping, yet.
Type Ping and the usage options will come up. PING IP Address or Hostname,
should show replies, unless firewalls are in place which drop ICMP or Ping
requests.

VNC is an advanced TCP/IP application and usually ends up with issues of
basic connectivity being checked or configured. Topics that you may need
to understand are IP addressing (static and dynamic), Network Address
Translation, firewall techniques like port forwarding, gateways, routing,
DNS client configuration, SSH for bypassing firewalls or to implement
encryption, registry editing and much more.

I do not wish to discourage you, just start simple and work your way up.
Do not have your initial attempts be from a NATed network to a strict
firewalled corporate network. Attempting the more advanced connections
without a strong background with IP networking, is begging for a bloody
forehead. Bang! Bang!

I know, I've been there. It will get much easier when a critical mass of
knowledge is acquired. Then, you get to learn more!
