Is it OK for you if the system-tray icon disappears?  If yes, you could launch 
regedit and inside this key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
delete the WinVNC value.

        OTOH, nothing could prevent your son from putting the icon back :)  Moreover, 
I think whenever someone's connected in VNC, computer performance is slowed down.  You 
son might be able to notice that.

        And then, I think the others would probably like to add the following remarks:
use VNC 4 for what you want (hidding the icon and performance issue)
