VNC doesn't work this way. You view the desktop of the computer that runs
VNC *server*, on the computer that runs VNC *viewer*. Not in the other
direction. The viewer does not have the possibility to *transmit* screen
image, it is - as the name suggests - for *viewing* only.
BTW. It doesn't matter much whether the IP of the computer is static or
dynamic, as long as you know the actual IP address of the computer you want
to view.
