I agree Salama, I think that in the long run its going to take some changes to the protocol to really get this under control (not eliminated but at least under control). However, that's going to take time and during this time we need to have a few things going in order to at least get spam under enough control that it doesn't overwhelm the system. I speak of the system meaning the internal networks of ISP's and the net itself. It is becoming necessary to have multiple larger servers to handle email for a relatively small amount of email that is valid. When I say small amount of email I mean in contrast to the amount of spam. If we only received valid email we would only need our Modusmail server but in order to control the volume of spam we receive we now run three mail relay servers to act as a first line of defense using RBL's and the spamfilter. That costs money and we haven't even talked about the amount of bandwidth that is being chewed up by spam and that's another added expense and still we have the manpower expense of working and tweaking spamfilters on a daily basis at this point in order to keep shifing them to battle the shifting spam. This way they can be blocked much easier. The legislation won't stop spammers from sending out spam however. And when countries like South Korea find out that they are being blocked by the US, they will initiate their own legislations once they see their businesses are being hurt because they can't communiate by email with the outside world.
