Another good point.  Legislation means only as much as its enforcement.
That's why AOHELL and a couple of others are pursuing civil suits
against spammers.  Because of the amounts they are seeking in damages I
believe that their strategy is to make examples of these spammerss.  I
think it has value as a strategy but it needs to be furthered by all of
us, the problem being that we all don't have AOHELL, or MS types of
financial resources to use against them.  That's why I'm calling for a
new organization of independent ISP's who can pool resources to do these
kinds of things, pool resources to accomplish a lot of goals that would
take up more time if we do them singly.  We all have our various areas
of expertise, some technical, some business and peer to peer networking
is essential if we are going to survive in a business that is
increasingly being taken over by the mega ISP's such as Earthlink, MSN,
AOHELL and others. There are even some out there who want to kill us off
entirely like SBC.  We need to become a lot more pro-active in terms of
working together to solve common issues, face common enemies and to
generally share information that works to help us all.

Legislation, in and of itself, will not change behavior, it takes
enforcement, either criminal (if this is a criminal statue) or civil.

Who will enforce this? Unless funds are budgeted for enforcement, this
will be one of the thousand of "feel good" laws that are completely
useless.

California has anit-spam laws on the books, and we are currently going
after a California company for violation of the California specific
statue. It has a liquidated damages clause, which means I do not have to
