Mmm....I'm not too sure if I understood your question. 
But I'll have a go at an answer.

I'll precis my source a bit. 

James Maxwell theorized on the possibility of a "valve" that 
could separate slower air molecules from faster ones, 
effectively separating a stream of air into its cold and 
hot counterparts.

A Frenchman is rumoured to be the first person to build 
such a valve. During WWII the German army discovered some 
early experimental models in then occupied France. These 
models were taken to a German physicist named Rudolf Hilsch, 
who was working on refrigeration techniques for the German 
army. He improved upon these models and consequently had 
the Hilsch tube named after him. Though an intriguing device, 
the Hilsch tube was found to be less efficient than 
conventional refrigeration devices and further research 
was discontinued. 

It would appear then that the tube is now merely a 
thermodynamic curiosity. 

The following explains how a Hilsch tube splits air into 
its hot and cold components. Compressed air shoots around 
a spiral and forms a high-velocity vortex. Molecules of 
air at the outside of the vortex are slowed by friction 
with the wall of the spiral. Because these slow-moving 
molecules are subject to the rules of centrifugal force, 
they tend to fall toward the centre of the vortex.  The 
net result of this process is the accumulation of 
slow-moving, low-energy molecules in the centre of the 
whirling mass, and high-energy, fast-moving molecules 
around the outside. "High-energy" and "low-energy" mean 
high and low temperatures respectively. The end result 
of this process: separation of a stream of gas into hot 
and cold streams.

Now the question arises, what would happen if one used 
water vapour instead of air. Would the tube separate the 
components into the power 12 and power 4 states for 
example. One thing is for sure. No one has ever tried 
the experiment since before about a year ago no one 
realised that there were three quite distinct states 
of water vapour.

Of course, the dream result would be the separation of 
water vapour into two phases, one positively charged and 
the other negatively charged. Bingo, a water vapour 
electrical generator. And if, as I suspect, this is simply 
the Carnot cycle one storey down with Casimir and Charge 
as the analogues of Pressure and Temperature, then we can 
forget about Hot Fusion - we can even forget about Cold 
Fusion - we can forget about Deuterium coz all we will 
need is the plain water that droppeth like the gentle rain 
from heaven upon the earth beneath.
