I guess I should say: in some cases people use the term to mean total
output energy divided by input energy. This is the first time I have seen
anyone use potential energy as the divisor.

You are free to use words to mean whatever you want them to mean. But don't
be surprised when people misunderstand. Many scientists, such as Swartz and
Arata, make up new words with abandon. Or they arbitrarily redefine words
to mean something new. Then when people have no idea what they're talking
about, they get upset. This is the Humpty Dumpty approach to language:

'When I use a word,' Humpty Dumpty said in rather a scornful tone, 'it
means just what I choose it to mean — neither more nor less.'

'The question is,' said Alice, 'whether you can make words mean so many
different things.'

'The question is,' said Humpty Dumpty, 'which is to be master — that’s all.'
