He said all kinds of things.

That is an excuse. Before he said that, in January, February and March, he
said he *would* publish the report. The legal case has been in the works
for a long time. They would have advised him not to publish months ago.
Perhaps he had no intention of releasing it back then, but this is not some
sudden reversal based on legal advice.

He told Mats Lewan he would publish. The symposium will not be held if he
does not, and he said he would attend, so he was more or less promising to
publish. Except that his promises are worthless.

Anyway, I predict he will not release it, because I expect it makes him
look like a fool. Not because of any legal advice.
